PROJECT NAME: Smittle Creek Trail Bridges
PROJECT DESCRIPTION:
The CA ERFO 2020-1(1) Smittle Creek Trail Bridges project is located in Napa County, CA, along the shores of Lake Berryessa. The Bureau of Reclamation manages a number of recreation sites around Lake Berryessa. The project site is approximately 40 miles west of Sacramento, CA in rolling terrain. The Smittle Creek Trail is 2.6 miles long and meanders along the shoreline of Lake Berryessa through woodlands. The intent of the project is to replace six (6) pedestrian trail bridges which were damaged in the Hennessey Fire in 2020.
SCOPE OF THE WORK:
The purpose of the project is to restore access along the Smittle Creek and Markley Trail systems, by constructing 6 pedestrian trail bridges. Five (5) of the trail bridges are located within a 1.0-mile-long section of the Smittle Creek Trail on the western shore of Lake Berryessa. One (1) bridge is located on the Markley Trail, near Markley Cove, which is just upstream of the Monticello Dam.
A Design-Build contract is planned as the contracting mechanism for this project. Prefabricated steel structures are contemplated as the replacement bridge system. Bridge spans range from 20 to 30 feet at all sites. Major work elements include the following: final design and shop drawing submittal of steel bridges, design of bridge foundation system, bridge and foundation construction, and light trail work (grading) at bridge approaches.
The trail systems are currently closed to the public. The existing trails have a 4- to 6-foot-wide bench and are native surfaced. The trails are currently overgrown with grasses due to a lack of usage. Accessing the sites will be a significant consideration during construction. Accessing the sites can be accomplished using the existing trail with small equipment. Alternatively, access with small to medium equipment may be accomplished using overland routes to the bridge sites, provided the surrounding environment is not significantly impacted. No tree removal or significant ground disturbance (excavation) will be allowed during site access operations.

ANTICIPATED SCHEDULE:
The anticipated advertisement date is August 2022 with an award date of December 2022. Construction is anticipated to occur between January 2023 and September 2023, which includes design, submittal, and fabrication timelines.
ESTIMATED COST RANGE:
The proposed project is estimated at a cost of between $700,000 and $2,000,000.
The Government will use a Design-Build delivery method for this project. The Statement of Work for the DB contract will include indicative drawings and performance specifications of key systems to illustrate design intent. The Government selects firms for Design/Build contracts using a two-step process.

The Government will host a virtual Phase I Pre-Proposal Conference where potential contractors may obtain a better understanding of the project scope and submission process. The conference will be held using Microsoft Teams. Preregistration with the Contract Specialist two days in advance is required for attendance, but NLT August 12, 2022, 2:00 P.M. There will be no summary of the Microsoft Teams meeting for those who do not participate.
