Dear Industry Partners,

As a follow on to the SAM.gov notice posted on December 4, 2024, the following registration information is provided for the upcoming Architecture, Development, and Platform Technical Services 2.0 (ADaPTS 2.0) Industry Engagement Event by the U.S. Department of Homeland Security (DHS) Office of Procurement Operations (OPO) in support of the DHS Office of Chief Information Officer (OCIO).

Note: The Industry Engagement Event will be recorded. Any responses provided during Industry Engagement Event may be superseded in the resulting solicitation. This event is closed to the press.

WHEN: Monday, December 16, 2024

TIME:  1:00 p.m. – 3:00 p.m.

WHERE: The Industry Engagement Event will take place virtually

Attendance: Attendance will be tracked for all Industry Engagement Event participants. For each participant the following information must be provided: first and last name, company name, and email address.

Dear Industry Partners,

The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) within the DHS Office of the Chief Procurement Officer (OCPO) provides the following information regarding a planned solicitation for the Architecture, Development and Platform Technical Services 2.0 (ADaPTs 2.0) requirement on behalf of the DHS Office of the Chief Information Officer (OCIO).

This notice is to advise vendors that DHS OPO intends to issue a solicitation for a multiple-award Blanket Purchase Agreement (BPA) under the General Services Administration (GSA) Multiple Award Schedule (MAS) Special Item Numbers (SIN) 54151S - IT Professional Services to obtain highly specialized technical contractor support services to assist the OCIO in executing and accomplishing its mission objectives.

Attached for your review and comment is the ADaPTs 2.0 draft Statement of Work (SOW), draft Evaluation Criteria, draft Solicitation Instructions concerning small business participation, draft pricing structure and draft technical and management scenarios.

Note: All above mentioned attachments are dated 12-4-2024 in the attachments/links location below.

This is an UPDATE to the Department of Homeland Security (DHS) Headquarters (HQ), Office of the Chief Information Officer (OCIO) Architecture, Development, and Platform Technical Services (ADaPTS) 2.0 requirement.

Dear Industry Partners,

We appreciate your continued interest and patience as we continue to plan and strategize for the upcoming DHS HQ OCIO ADaPTS 2.0 requirement.  DHS OPO is anticipating posting a DRAFT RFQ for the requirement in 2nd quarter of FY2025.  This timeframe is tentative.  Please continue to watch for updates on Sam.gov.  Send all inquiries to the OPO Industry Liaison at OPOIndustryLiaison@hq.dhs.gov.

The DHS Office of Procurement Operations (OPO) is issuing an update to this SSN on behalf of the DHS Office of the Chief Information Officer (OCIO). DHS thanks all companies who submitted a Capability Statement in response to this SSN. The Department intends to provide additional information on this potential requirement through its Acquisition Planning Forecast System (APFS), reference tracking number F2023064237.

The objective of this procurement is to obtain highly specialized technical contractor support services to assist the OCIO in executing and accomplishing its mission objectives.

The key mission objectives are listed below:

  • Implement and manage Cloud based commodity computing services
  • Perform end-to-end technical requirements management for enterprise IT services
  • Maintain and track application service level agreements and performance measurements
  • Support Government-Off-The-Shelf (GOTS) / Commercial-Off-The-Shelf (COTS) application integration and interoperability for customer developed components
  • Perform application and service compliance and performance monitoring (e.g., FedRAMP, DHS Directive 4300A, NIST Guidance, Federal Information Security Management Act of 2002 (FISMA), Privacy,Section 508 of the Rehabilitation Act of 1973, as amended, 36 CFR Part 1194, “Electronic and Information Technology (EIT) Accessibility Standards”
  • Plan, develop and manage enterprise application development and delivery
  • Provide an integrated approach to enterprise application capabilities (e.g., user interface, application logic, workflows, access to data and security, etc.)
  • Perform application delivery and systems assurance including configuration management
  • Provide Strategy, Policy and Governance Support
  • Provide Architecture and Planning Support
  • Provide Development and Implementation Support
  • Provide Strategic Communications Support
  • Provide Audit, Tasker, and Executive Clearance Support
  • Provide Operations and Maintenance Support
  • Provide Operations/Database Support
  • Identify and recommend products (preferably open source) to streamline processes and add efficiencies
  • Provide User Experience/Customer Experience research, design, and consulting support
  • Implement and manage technology platforms with numerous customers/tenants based on infrastructure, software, and cloud services
