Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Defense Centers for Public Health – Aberdeen (DCPH-A), Lab Sciences Directorate (LAB), to procure services without competition as prescribed in FAR 13.106-1(b)(1) from American Industrial Hygiene Association, located at 3120 Fairview Park Drive Suite 360, Falls Church, Virginia 22042-4586, for:
A. International Organization for Standardization (ISO) 17025:2017 Accreditation for LAB's Industrial Hygiene (IH) Sample Analysis Program. Laboratory Accreditation is required to meet the requirements of Army Regulation (AR) 40-5 and Department of the Army Pamphlet (DA PAM) 40-11 as well as federal regulations.
B. Delivery of IH Proficiency Testing (PT) samples for metals and organics in air, wipes for gravimetric methods, and organics on diffusive samplers. To maintain accreditation for the DCPH-A LAB’s IH program, the DCPH-A LAB must purchase IH PT testing.
C Delivery of Environmental Protection Agency (EPA) approved Environmental Lead PT samples for paint chips and wipes. To maintain the Environmental Lead accreditation under the National Lead Laboratory Accreditation Program (NLLAP), the DCPH-A LAB must purchase testing services. Accreditation to NLLAP is a requirement by the 40 CFR Part 745.
The North American Industry Classification System (NAICS) for this requirement is 541990, All Other Professional, Scientific, and Technical Services, and the Product Service Code (PSC) is R420, Support- Professional: Certifications and Accreditations (other than educ or info tech C&A).
This announcement fulfills the synopsis requirements under FAR 5.203(a). This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Interested concerns must submit their capability in writing to the email address listed below by the listed due date and time.
Submissions that request documentation or request additional information or that only ask questions will not be considered affirmative responses and will not be considered valid. Responses not considered valid will not be evaluated further.
If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
