Description
The Defense Commissary Agency (DeCA) operates a worldwide chain of commissaries (supermarket style facilities) providing groceries to military personnel, their families, retirees, and other authorized personnel. Commissaries deliver a vital benefit of the military pay system by selling grocery items at significant savings while enhancing quality of life and readiness in a safe and secure environment. The Engineering Directorate (DeCA/CCN) executes project planning, design and construction projects for commissary renovations/modernization and new facilities, and supports maintenance projects for existing commissaries.
A majority of the work involves the design and construction of renovation/modernization and maintenance of commissaries and central distribution centers facilities. Service may also be required for new facilities. Occasionally work may involve non-commissary facilities in support of the Department of Defense (DoD) mission; examples of non-commissary facilities include warehouses, cold storage facilities, food processing facilities, administrative offices, and other community support service facilities.
The Agency’s primary inventory includes approximately 240 commissaries ranging in size from 2,000 square feet to over 150,000 square feet and four Central Distribution Centers (warehouses) ranging in sizes up to 250,000 square feet.
The contractor will be responsible for performing to the government taskings (e.g., inspections, reviews, presentations, etc.) and producing associated products (e.g., reports, schedules, briefings, etc.) as outlined in the Task Order performance work statement (PWS). The Construction Manager shall coordinate services with those provided by others, including, the Government, the Architect/Engineer, and the Contractor.
