Description

The purpose of this requirement is to provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services to support secure construction projects in accordance with (lAW) the Intelligence Community Directive (lCD) 705 and Department of Defense (DoD) policies. Infrastructure and services will be required at construction sites will primarily support the MILCON Program in Europe District (NAU), with the capability to provide same/similar services for other customers in Europe.

It is the intent to have an IDIQ type contract with specific Task Orders issued on a project-by-project basis to support construction security requirements. Delivery periods will vary based on projects and defined in each Task Order. U.S. Government Intelligence Community sponsored construction projects are subject to overarching and unique program considerations. The infrastructure, equipment, and services being acquired will be critical to ensuring that these construction projects comply with the requirements defined in the ICD 705, "Physical and Technical Security Standards for Sensitive Compartmented Information Facilities", and the DoD 5105.21-M-Volumes 1,2,3, "Sensitive Compartmented Information Administrative Security Manual", dated October 2012. In addition, the ICD 705 has several implementing documents to include ICS 705-1, ICS 705-2 and the "IC Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF), IC Tech Spec for ICD/ICS 705," dated 26 July 2021 and known as the Tech Specs.

Offerors shall submit inquiries in writing via “Bidder Inquiry” in ProjNet at www.projnet.org\projnet no later than ten (10) business days prior to the proposal due date.

The government reserves the right to decline addressing certain questions. All Offerors are encouraged to register on ProjNet for alerts so as to stay abreast of questions and answers that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit & review inquiries. To selfregister, go to the webpage, click BID tab, select Bidder Inquiry, select agency USACE, enter the key for this solicitation listed above and your email address. After initial login, enter all the required information to create your user ID. Verify the information on the next screen and from there you may submit and view inquiries. Those submitting inquiries will receive a system generated email notification when their inquiry has been processed and answered. It is the Offeror’s responsibility to monitor for inquiries and responses.

Specific Instructions for ProjNet Bid Inquiry Access:

1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.

2. Identify the Agency. This should be marked as USACE.

3. Key. Enter the Bidder Inquiry Key listed above.

4. Email. Enter the email address you would like to use for communication.

5. Select Continue. A page will then open stating a user account was not found and will ask you to create one using the provided form.

6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system.

7. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.
