Description

In accordance with FAR 6.302-1, The Department of Health and Human Services, Administration for Strategic Preparedness and Response (ASPR) hereby submits a notice of intent to award a Sole Source Firm Fixed Price (FFP) Task Order for Medical Industry/Bioeconomy Security Strategic Support Services award to Black Mesa. The purpose of this requirement is to understand industrial security, monitor, analysis industrial threat vulnerabilities, digital biosecurity, intelligence and threat analysis to inform and develop targeted risk mitigations critical to protecting ASPR assets and ASPR equities. Black Mesa will monitor, assess and reports threats and risks to all ASPR programs in multidomain environment; inspects and educates ASPR program and partners on security-minded practices and requirements; and integrates and synchronizes critical risk mitigation activities across key security pillars within ASPR.

This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This hereby constitutes a synopsis of the options included in this requirement.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. Any changes to sole source must be received in writing. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government’s needs as stated herein.

This is not a solicitation for competitive quotes. However, if any interested party that can provide these services may submit a response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. Any challenges to sole source must be received in writing, which if in timely received, will be considered.

The determination not to compete this proposed contract action is solely within the discretion of the Government.  Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
