Description
This requirement supports the Department of Homeland Security (DHS) Office of the Chief Financial Officer (OCFO), Cost Analysis Division (CAD). This is the DRAFT Request for Quote (RFQ) for Specialized Cost Services (SCS) II.
It is anticipated that this RFQ will be set aside for General Services Administration (GSA) Multiple Award Schedule (MAS) Small Business contract holders whose GSA MAS contract includes Special Item Number (SIN) 541611 - Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.
The Acquisition Planning Forecast System (APFS) number for this requirement is: F2023060668.
The DRAFT documents and language within this Draft RFQ are subject to change. Should any language in the DRAFT documents conflict with the final issued RFQ, the final RFQ shall take precedence. Attachment 2 and Attachment 3 are not included in this draft RFQ but will be provided in the final RFQ.
Vendors are asked to review the DRAFT RFQ and submit all questions or comments regarding any aspect of this draft solicitation by submitting the Attachment 5 - Solicitation Question and Answer Form. All questions shall be submitted to Leslie.Kenser@hq.dhs.gov and Christopher.Carroll@hq.dhs.gov no later than 2:00 pm Eastern Time on April 10, 2023.
The SCS II Industry Day is tentatively planned for April 12, 2023 (subject to change). Additional details regarding the industry day will be forthcoming. Any vendors interested in additional information regarding the tentative industry day shall email both Leslie.Kenser@hq.dhs.gov and Christopher.Carroll@hq.dhs.gov for more information.
The purpose of this posting is to direct GSA Multiple Award Schedule (MAS) Small Business contract holders whose GSA MAS contract includes Special Item Number (SIN) 541611 - Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services to GSA eBuy RFQ ID: RFQ1621009 for the answers to the questions submitted in response to the Draft RFQ, as well as the answers to the questions submitted during the SCS II Industry Day, and the PowerPoint slides that were presented during the Industry Day. No additional questions may be submitted at this time. All further communication regarding this requirement will be posted to GSA eBuy.
