Description
This sources sought is a request for information (RFI) for planning purposes only and is not a request for proposal (RFP), request for quote (RFQ), invitation for bid (IFB), or an obligation on the part of the government to acquire any services/supplies. Responses to this sources sought are not offers and cannot be accepted by the government to form a binding contract. The government will determine if/how to proceed based on the results of this notice. Companies that respond to this notice should not expect to receive feedback regarding submissions. The government will not pay any costs incurred in response to this notice. All costs associated with responding to this sources sought will be solely at the expense of the responding party. Description of Services
Contractor to provide leadership curriculum gaming exercise support to the Defense Contract Audit Institute’s (DCAI) Leadership Academy, Defense Contract Audit Agency (DCAA). Exercise support includes providing an indoor facilitated training capability that enables scenario-driven hands-on leadership training of the terminal learning objective as specified in DCAI LDR200 Leading Self and Teams course. Students will experience the basic leadership competencies of employee motivation, communications, problem solving, team building, and personnel development as a team member.

Scope
The scope of this effort includes providing an indoor training facility and facilitators necessary to deliver a live, action-oriented experimental learning gaming exercise activity for a class of up to 24-students per iteration to enable the achievement of the LDR200, Leading Self and Teams terminal training objective. The exercise will serve as the capstone activity applying the leadership concepts and theories taught in the classroom that week. The preliminary classroom course of instruction will be performed at the DCAI Leadership Academy located in Atlanta, GA. The exercise simulation will focus on leadership, followership, teamwork, communications, and problem solving as defined within Department of Defense Instruction (DoDI) 1430.16. The government anticipates up to 10-course iterations annually. Exercises should be 1.5 to 2.0 hours in length.
Tasks
- Provide an indoor gaming facility that enables action-oriented learning.
- Apply experimental learning theory that achieves the designated course terminal and enabling learning objectives (leadership, followership, teamwork, communications, and problem solving).
- Employ appropriate adult teaching and learning strategies to effectively communicate subject matter to students.
- Motivate students and encourage participation while maintaining classroom discipline.
- Integrate students’ diversity of experience to enhance dialogue, capture unique perspectives, and facilitate team building during the exercise.
- Provide a team debrief of activity results at the conclusion of each training event.
- Provide pre-briefing to team participants prior to the scheduled activity.
- Provide scenarios that enable accomplishing the course’s terminal learning objective.
- Provide a fully accessible training facility.
- Maximize safety and ensure the gaming exercises are not dangerous or physically challenging.
Personnel Requirements
- The Contractor is responsible for providing personnel with the necessary level of expertise to support the task activities and requirements.
- The contractor must provide a single point of contact that must serve as the project manager for the life of the contract.

All interested vendors capable of providing this support must provide a simple capabilities statement that includes the following:
- Company name
- Government contract numbers that relate to the same or similar requirements, as applicable
- Socioeconomic status(es)
- CAGE code
- DUNS number / Unique Entity ID (UEI) number
- Size of business relative to NAICS code
- Mailing address
- Name, telephone number, and e-mail address for primary point of contact (POC) with the authority and knowledge to clarify responses with government representatives and can verify the demonstrated capabilities.
In accordance with Federal Acquisition Regulation (FAR) FAR 3.104-4, mark material that may be source selection information. Source selection information must be marked with the legend “Source Selection Information – See FAR 2.101 and 3.104.” This includes the quoter’s cover page and EACH page that may contain source selection information.
Any information provided by industry to the government as a result of this sources sought is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of any direct or indirect costs or changes to the government will arise as a result of vendor submission of responses or the government’s use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future solicitation, if applicable. The limit for all responses is two (2) pages, single-sided, in Microsoft Word or Adobe PDF format with a minimum of 11-point font on an 8.5 x 11 page with margins of 1.”
