EUCOM NIFC Staff Administration Support

Solicitation  HHM40224R0005 is a Request for Proposals (RFP), for commercial services prepared in accordance with the policies and procedures for 8(a) competition in FAR Subpart 19.8, and the unified contract format in FAR 15.

This RFP requires program management, visualization, and facilities management staff support services in support of USEUCOM's NATO Intelligence Fusion Center (NIFC) and JAC office. Due to the sensitive nature of the requirement, the SOW will not be publicly disseminated, posted or released via email. The RFP and amendments will be posted via the Government-Point-of-Entry site, SAM.gov. Offerors seeking access to the Statement of Work and security pages (usually attached to the DD254) shall request, by email, that the contracting office send a copy of the Statement of Work and security pages via the secure website, DoD SAFE.

The NAICS is 541611 and the business size standard for this NAICS is $24.5 million. The RFP is a 100% total set-aside to 8(a) concerns that are either in the developmental stage or the developmental and transitional stages. The resulting contract is anticipated to be a 12-month base period with four (4) option periods of twelve (12) months each, with the option of a 6-month extension.

The Virginia Contracting Activity intends to award a standalone, single award Time and Materials contract. The Government intends to award one contract to the responsibile offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.

Questions regarding the solicitation were due NLT 30 April 2024, 1:00PM EST. The time period for allowing questions regarding the subject solicitation has closed.

Amendment Notice: Another revised pricing sheet under "NIFC RFP-HHM40224R0005 - Pricing Sheet (Re-Revised)" is now attached which better reflects the names of the LCATs listed in the Statement of Work and corrects a minor error. (05/08/2024)

The due date for proposals submitted in response to the RFP is now extended. Proposals in response to the solicitation are now due NLT 31 May 2024, 2:00PM EST. Only proposals submitted in accordance with the submission instructions in Section L will be accepted. Section L will be amended to reflect the extended due date in a subsequent amendment to the solicitation. (05/06/2024)
