Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The Bureau of Reclamation (Reclamation) in Denver, Colorado and the Acquisition Operations Branch (AOB) are performing market research to determine if there is a sufficient number of qualified Small Businesses, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business) to set aside a Firm Fixed Price Contract. Reclamation will use responses to this notice to make the appropriate acquisition decision. The contemplated solicitation will be issued in accordance with FAR Part 13 via a written request for quote (RFQ).

Reclamation intends to award a contract to purchase four 24-channel Geode Seismographs with the 64k sample option, manufactured by Geometrics Inc. Per FAR 5.102(a)(6), a brand name justification will be included with the upcoming solicitation.

The following warranties must be provided and include:
- Geode and ES-3000 seismographs: 36 months
- Geode DZ seismograph electronics: 36 months
- StrataVisor NZ seismograph acquisition boards: 36 months; all other parts: 24 months
- GeoEel digital streamer electronics: 36 months
- DHA-7 downhole hydrophone array: 3 months
- MicroEel analog streamer: 6 months
- All other Geometrics products (including the Atom), parts, and upgrades: 12 months
- All products not of Geometrics manufacture: as per original manufacturer's warranty

Award is currently anticipated in September 2022. The contractor must deliver the following items as a part of this procurement by December 31, 2022:
- Geode Add-on 24channel (4 quantity)
- SCIENTIFIC COMPUTER SYSTEMS (SCS) OPTION, EXTENDED MEMORY, 64K SAMPLES (96 quantity)
- GEODE, NETWORK INTERFACE BOX (NIB), 1-LINE (4 quantity)
- DIGITAL INTERFACE CABLE, 1M (4 quantity)

All interested contractors who can supply the requested equipment listed above shall respond with information describing their interest, capabilities statements, and indicate which small business category for which they qualify (if applicable).

The due date for responses to this Sources Sought Synopsis is at 12:00 PM Mountain Daylight Time on August 5, 2022. Please email your responses to Contract Specialist Mark Wolfe at mdwolfe@usbr.gov. Email responses are required. THIS IS NOT A REQUEST FOR QUOTE.

The North American Industry Classification System (NAICS) code 334519 - Other Measuring and Controlling Device Manufacturing, including sub-category Seismographs Manufacturing, which contains a size standard of 500 employees, is applicable to this acquisition. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications and in conjunction with FAR 4.11, are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted.
