Description

This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement.

The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 621498, All Other Outpatient Care Centers with a size standard $22 Million.

The VHA Network Contracting Office (NCO) 16 – Houston is seeking to identify any vendor capable of providing Primary Care and Mental Health services for the Meridian, Community Based Outpatient Clinic (Capitated CBOC), in support of the G.V. (Sonny) Montgomery VA Medical Center, 1500 E Woodrow Wilson, Jackson, MS 39216.

Pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services.

Responses to these sources sought must include the following information:

Prior experience: Provide at least 3 years of prior experience in actually providing Community Based Outpatient Clinic (CBOC) services as the prime contractor.  Demonstrating familiarity with VA CBOC operations and procedures is needed to assist the Contracting Officer to determine the method of procurement for primary care health services to our Veterans and an indication of adequate contract performance.  To demonstrate prior experience, a detailed description submitted for each year shall include, at a minimum, the following information: 

i.          Contract number

ii.          Estimated annual dollar value of contract

iii.         Description of services (including location) provided and the offeror’s level of responsibility and authority on the project.

iv.        Date of contract start and completion.

v.         Name, title, address, phone number, and email of customer contact.  It is incumbent on the offeror to ensure the customer information is current and accurate.

Note: Prior experience is not past performance.  Prior experience refers to whether an offeror has done similar work before; whereas, past performance describes how well the offeror has done that work.

1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and ueiSAM number (i.e. LV91LJ4B1Z98), DUNS number, and company website if available.

2. Your company GSA/FSS contract number if available.

3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business)

4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

5. Vendors are requested to submit estimated market research pricing with their responses.  The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).

All responses must be received in writing no later than 12:00 PM CST on November 7, 2023.  Questions or inquiries will not be answered or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
