- Description: One, U.S. flag, self-sustaining, Roll-On/Roll-Off (RO/RO) vessel in one of three configurations: A ship with a bow thruster and twin-screw propulsion; a single-screw ship with stern thruster and bow thruster; or a twin-screw propulsion tug and RO/RO barge. The term “vessel” shall apply to all three configurations. Vessel shall be capable of the safe carriage of a minimum of 500 tons (LT) of a mix of the following: Bulk; break-bulk; or containerized cargo. The Contractor shall provide twenty-five (25) suitable 20’ TEU Container Safety Convention (CSC) certified Dry Sea Containers on individual operational chassis with appropriate certifications as applicable and vessel shall have capability to transport Explosive and Hazardous cargo up to IMDG HAZMAT Class 1.4.
- Place of Contract Performance: The intended place/range of delivery and redelivery is Cape Canaveral, Florida (USA) with no coastwise movements. The laydays commence 20 October and cancel 22 October 2023; offerors to indicate estimated time of arrival. The charter period will be 90 days, with three 30-day option periods.
- Set-aside Status: 100% Total Small Business Set-Aside, Commercial Item basis. MSC’s Deputy Associate Director of Small Business has concurred with this decision.
