Description

DLA Energy invites interested parties to respond to this Notice of Opportunity (NOO) as the Government evaluates participation in both the South Carolina Duke Energy Green Source Advantage (GSA) program and North Carolina GSA Bridge program with a carbon pollution-free electricity (CFE) project or projects (Plant). This NOO is driven by Executive Order 14057, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability,” which directs the federal government to use its scale and procurement power to achieve several ambitious clean energy goals, to include 100 percent CFE by 2030, at least half of which will be locally supplied clean energy To kick-start the goal, DLA Energy has been directed to pilot this new CFE procurement approach in a vertically integrated market located in the Duke Energy utility territory, which covers both North and South Carolina. The Department of Defense (DoD) locations selected for this pilot are Fort Bragg, Camp Lejeune, Marine Corps Air Station Cherry Point, and Seymour Johnson Air Force Base (AFB) in North Carolina; and Shaw AFB in South Carolina. DLA Energy is interested in contracting for ten (10) or fifteen (15) years at a competitive price.  The combined demand of all DoD locations is 253 MW, and all participating North Carolina and South Carolina installations purchase most of their electricity through Duke Energy Progress (DEP).
