Description
DeCA’s 178 continental United States (CONUS), Alaska, Hawaii, and Puerto Rico commissary locations serve approximately 1.7 million eligible households out of a potential 3.4 million eligible households living within a 20-mile radius of the aforementioned commissary locations.
This non-personal services requirement is for eCommerce Doorstep Delivery Service. DeCA currently generates $4.8B in total sales, up over 17% since 2020, with plans to reach $8B by 2028. Ecommerce orders compromise approximately 1% of commissary sales at store locations where delivery is currently available. While not all eligible patrons will utilize a delivery service, a delivery option is expected by commissary patrons since delivery is commercially available at grocery retailers. In order to remain relevant and competitive, delivery is instrumental in growing DeCA's eCommerce business to 6% of store sales, which is the industry average for grocers. DeCA’s current eCommerce capability picks, packs, and stages grocery orders for pick-up in the commissary parking lot. DeCA seeks to provide convenient and affordable doorstep delivery of commissary purchases to eligible patrons residing within a 20-mile radius of CONUS, Alaska, Hawaii, and Puerto Rico commissary locations. The objective of this effort is to deliver groceries and other items sold at commissaries to patrons at a commercially competitive cost (delivery fee) within a said 20-mile radius.
This procurement is anticipated to be for 178 commissaries locations. The Awardee will be required to perform at 70 identified commissary locations at time of contract Award. For the remaining 108 commissary locations, the government may unilaterally exercise at any time, requiring the Contractor to perform the required effort at the additional location(s) as well. The government may only unliterally exercise the remaining location(s) once certain parameters have been met. Specific information pertaining to this requirement will be in the Request for Proposal.
This acquisition is anticipated to be solicited as Full and Open (Unrestricted). Offerors will be required to propose on all 178 locations identified. The solicitation is expected to result in one contact Award.
The anticipated Period of Performance (PoP) is a Base Year of April 18, 2025 – April 17, 2026 with four one-year option periods through April 16, 2030.
The applicable North American Industrial Classification System (NAICS) number is 492210, Local Messengers and Local Delivery, with a Small Business Administration (SBA) size standard of $34 million.
