Provide SCADA and PLC Support

NAVFAC PWD Indian Head intends to issue a sole source award utilizing Simplified Acquisition Procedures to Rexel USA, Inc. to provide software support to include software upgrades and patches as necessary. Allen-Bradley/Rockwell Automation Inc. is the manufacturer of the SCADA system and software. Therefore, the project will have to be conferred to the manufacturer or authorized distributor due to SCADA system and software not being a universal controller.

***Government personnel only will be performing all upgrades or program changes. The program system will not have any remote access of any kind from an outside source. ***

Contractor will supply the government with a phone number for technical support 24 hours a day, 7 days a week, and 365 days a year for the list of products below with the exception of the Legacy Hardware which has 8 to 5 product support.

The manufacturer will provide phone and electronic technical support through a service called TechConnect Support. This provides assistance with installing, configuring, and maintaining equipment and software, obtaining current software updates, diagnosing and fixing operation problems, or performing basic programming tasks.

The proposed contract action is for services for which the Government intends to solicit and negotiate only with Rexel USA, Inc. under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days of the date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulates the company’s ability to satisfy this requirement as outlined above. A request for documentation will be not be considered as an affirmative response. If no responses are received within 15 calendar days after publications of this notice, to demonstrate comparable capability, then a sole source acquisition ware will be made.
