Description

The purpose of this synopsis is to provide notice of Naval Information Warfare Center
(NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive
basis to Hose-McCann Communications for technical training of the Integrated Voice
Communications System (IVCS). The Government intends to negotiate solely with Hose-
McCann Communications under the authority of FAR 13.106-1(b). Hose-McCann
Communications is the OEM of the IVCS system installed. As such, only they have the
system expertise to provide technical training of the system and allow for technicians to
become certified to provide support on their devices without causing any warranty
complications. The NAICS Code is 334210 and the Small Business Size Standard is 1250.

This notice is not a request for competitive quotes; however, any responsible source
believing that it can fulfill the requirement may submit a capability statement, proposal,
or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR
E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 07/17/2023.
Questions concerning this notice should be directed to Brianna Durtschi at
Brianna.a.durtschi.civ@us.navy.mil. All responses received by 07/17/2023 will be
considered by the Government for the purpose of determining whether to conduct a
competitive procurement. A determination by the Government not to compete the
proposed purchase order based upon responses to this notice is solely within the
discretion of the Government.
