Quantity: 10 each Utility, Enclosed V-Nose Trailer (See specifications).
Delivery Schedule: 120 days after receipt of the order. Alternate delivery schedules are acceptable.
Inspection/Acceptance & FOB: Origin. USMS will send personnel to the awardees facility to inspect/the Utility, Enclosed V-Nose Trailer.
Anticipated Award Date: No later than September 30, 2022
Instructions to Offerors:
Due Date and Time for Responses: September 27th, no later than 4 pm Eastern Time.
Questions: All questions and quotes must be emailed to Samantha Davis, Samantha.davis@usdoj.gov. Q&A will be posted as needed via amendments/attachments.
Technical Capability: Offers must submit sufficient documentation (e.g. capability statement, drawings, part number/product description, etc) to demonstrate conformance to the specifications stated below.
Price: The offeror must include a price per Utility, Enclosed V-Nose Trailer.
Delivery Schedule: The offer must indicate it can meet the delivery schedule of 120 days after receipt of the order or offer an alternative delivery schedule.
Point of Contact: The offeror must include a point of contact, phone and email, for questions related to the quote. The offeror is expected to be responsive and respond to any inquires from the USMS Contracting Officer within 24 hours or less.
Inspection/Acceptance Location: The quote must state the location where the 10 Utility, Enclosed V-Nose Trailer will be presented for inspection, acceptable and pick up by the USMS deputies.
Warranty: The offer must submit a copy of its warranty terms and conditions.
Submission of the Quote: All quotes must be emailed to Samantha Davis, Samantha.davis@usdoj.gov by the date/time specified above.
Basis of Award: A single award for all 10 Utility, Enclosed V-Nose Trailer will be made as a result of this solicitation. Best value FAR 13 procedures will be used for this acquisition. The offerors will be evaluated as follows:
Responsiveness: Partial submissions are not acceptable. The offeror must comply with the instructions stated in this solicitation.
Technical Capability: Evaluation will be on a pass fail basis
Price Reasonableness: The Contracting Officer will conduct an evaluation of price reasonableness in accordance with FAR 13 as applicable.
A Fair Market Price: The requirement to award at a fair market price pursuant to FAR 19.202-(a)(1) applies to this requirement.
Warranty: USMS subject matter experts will review the warranty terms and conditions.
Be otherwise eligible to receive an award: The offeror must determined responsible pursuant to the general standards in FAR 9.104, be registered in the System for Award Management and otherwise eligible to receive an award.
Offerors Location for Utility, Enclosed V-Nose Trailer pick up by USMS Deputies: Offerors with a more central location to the ultimate destination of the Utility, Enclosed V-Nose Trailer may be viewed more favorably.
Technical capability, price and proximity to the ultimate locations of the trailers are considered more important than the delivery schedule and warranty.
The Government reserves the right to negotiate only with the apparently successful offeror. If the issues cannot be resolved, the apparently successful offeror will receive no further consideration for award and the Government reserves the right to negotiate with the next successful offeror. This process will continue until the Government has a successful offeror.
At the Contracting Officers discretion, incomplete quotes may be considered ineligible for award.
