Description

Pre-Proposal Conference – Application Support Center

Date: 28 September 2022

Time: 9AM EST to 12 PM EST

The United States Citizenship & Immigration Services (USCIS) Office of Contracting (OCON) shall hold a Pre-Proposal Conference to answer questions and receive feedback on the following documents associated with the upcoming Application Support Center (ASC) re-compete requirement:

1. Draft Performance Work Statement (PWS)

2. Draft Evaluation Criteria and Ratings

3. Draft Pricing Template

4. Draft Staffing Template

The Government requests written questions, feedback, or both NLT 21 September 2022 at 12PM EST to allow the Government to provide thorough responses to our Industry partners. On 28 September 2022 the Government will host a virtual Pre-Proposal Conference to provide its responses and to take further questions and comments from interested parties. If a contractor wishes to attend this virtual session, please see below:

Please provide the following: Contractor name, Contractor Point of Contact (Name, Email, Phone No.), Interest as a Prime/Sub, Known list of attendees (Limit to TWO)

Registration must be submitted NLT than 5PM EST on 22 September 2022

The Government shall provide a virtual link (either Microsoft Teams or Cisco Webex) to all interested parties who have registered with the Government.

Rule of Engagement

If a question is specific to a Contractor (i.e., business systems, rates, skill mix, etc.), the Contractor SHALL identify it as such, as to not mistakenly provide it when final responses are publicly made available.

The Contracting Officer (CO) and/or Contracts Specialist (CS) shall chair the Pre-Proposal Conference and will take questions on a first come, first served basis.

All non-Governmental parties shall be muted by the Government administrator until such time as the CO and/or CS has completed its response to the previously provided questions and feedback. At that time questions may be provided in written form in the chat feature to the Government administrator. If the CO and/or CS requests clarification the contractor will be unmuted and may provide verbal questions or clarifications to questions to allow the Government to provide a quality response.

Contractors shall NOT provide proprietary information during this session. If a contractor has a question of a proprietary nature, please reach out directly to the CO and CS at the emails listed below.

At no time will the Government release procurement sensitive information, such as (but not limited to) cost estimate, names of evaluators, or proprietary information related to an interested party.

All communications shall be professional in nature. The Government reserves the right to remove any Contractor that disrupts the conference if it inhibits the flow of information being presented to Industry
