Description

Title:  Construction – Horsetheif Lookout Siding and Improvements

Description of Work.  This project consists of providing all materials, equipment, labor, transportation, and incidentals to replace the exterior siding, replace roofing, replacing existing windows, installing a counterweight opening system on hatch door, removing, and replacing existing handrails, repainting the exterior trim, and installing a dumbwaiter system to the lower portion of the Horsethief Lookout Tower located on the Bradshaw Ranger District within the Prescott National Forest.

Location:

Horsethief Lookout is approximately 11 miles south of Crown King on the Horsethief Basin Road (FSR 52). Coordinates for this site are approximately N34o 9’44.83” and W112o 16’14.05”.

Directions to Horsethief Lookout Tower, from the intersection of Interstate 17 and Highway 69. Head north on highway 69 towards Prescott, turn left on Spring Valley Lane (approximately 2.25 miles northwest of I-17).  Turn right on Duffers Road (approximate 0.75 mile south of Highway 69). Approximate 0.25 miles on Duffers Road the road turns into a native surface road, stay on this road till it dead ends. Turn left onto County Road 179 (Antelope Creek Rd). Stay to the right on this road for approximately 6.5 miles). Follow the sign to Crown King, turn right onto County Road 59 and stay on this road for 17.25 miles making a slight left turn onto Horsethief Basin Road.  Stay to the right on this road for approximate 10 miles till you arrive at the project site.

Basis for Award:  The Government Anticipates awarding a Firm Fixed-Price Contract using RFP Best Value-Tradeoffs:  Award will be made to the offer that meets or exceeds the requirements contained herein, at the price that is most advantageous to the government will be determined to be the best value. Price reasonableness will be determined by using competitive solicitation process.

Organized Site Visit Recommended

Due to the remote location, it is recommended that all offerors attend the site visit.

                                Turn South onto Spring Lane

                                Turn West onto Duffers Drive

                                Turn South onto Antelope Creek Road

                                At bottom of hill, stay right then turn West towards Crown King (CR59)

                                At “Y” stay left Bar and Yacht Club will be on the left

                               From I-17 and Bumble Bee Road

                               Turn West onto Bumble Bee Road

                               Turn North at the bottom of the hill towards Crown King and Bumble Bee (CR59)

                               Stay left on Bumble Bee Road towards Crown King

                                At “Y” stay left Bar and Yacht Club will be on the left

Magnitude of project is between $25,000 and $100,000.

This project is a 100% Small Business Set-Aside. The small business size standard for NAICS 238990: $16.5

Davis-Bacon wages apply.

Payment and Performance bonds are required.

In order to be eligible for award of a Federal Contract, potential vendors need to already be registered in the System for Award Management (SAM) www.sam.gov
