Description

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. 

IN ACCORDANCE WITH far 5.202(A)(13) THE PRE-SOLICITATION SYNOPSIS FOR THIS REQUIRMENT IS WAIVED. YHE SOLICITATION, W912LD23Q0018 IS RELEASED AND ATTACHED. 

Sixteen (16) Rhode Island locations require business internet services as well as contractor personnel support, equipment, tools, materials, supervision, and quality control necessary as defined in Attachment 1.

Cox and Verizon are the only terrestrial network providers with full statewide telecommunications infrastructure coverage. Satellite vendors (including Verizon) do not provide solutions that meet the bandwidth and network latency requirements with comparable costs to the terrestrial solutions. The DCSIM staff conducted research on vendors owning physical fiber and copper based infrastructure throughout Rhode Island. Only two service providers have physical infrastructure that services all 17 armory locations of the RI National Guard. These vendors are Verizon and Cox Communications. The RI National Guard already utilizes Verizon as the primary network provider. Satellite based network links introduce unacceptable levels of latency for effective IP based network data transport. Therefore, only COX RHODE ISLAND TELCOM LLC is able to provide the required services to the Government. This requirment is being colicited on a sole source basis to COX RHODE ISLAND TELCOM LLC, as concurred with by the RIANG Office of Small Business Programs (OSBP)

This notice is not a request for competitive quotes. All respnosible sources may submit a capabbility statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon reponses to this notice is soley within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurment.
