Description
Headquarters Allied Air Command ((HQ AIRCOM) intends to issue an Invitation for International Bidding (IFIB) for the provision of electronic warfare services for NATO training and exercises. HQ AIRCOM is located at Ramstein Air Force Base in Germany.
U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), 3) hold a Facility Security Clearance at the level of SECRET or higher, 4) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 4) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation.
Please note that bidder’s personnel assigned for contract performance must have a personal security clearance at the level of SECRET or higher.
The reference for the IFIB is IFIB-ACO-RAM-22-11 and all correspondence regarding the IFIB should include this reference.
This is a Firm Fixed Price contract. The contract will be awarded to the firm submitting the lowest technically compliant bid.
Partial bidding is not authorized.

BECOMING ELIGIBLE TO BID
NATO ICB requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.
The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email:
- the title and/or solicitation number of the contract
- the name/phone/FAX/email of the company point of contact for the bid documents
After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency.

HQ AIRCOM issues IFB (planned): 21 June 2022
HQ AIRCOM will distribute this IFIB to all potential bidders via the ACO Electronic Bidding Portal: https://aco.procureware.com Firms are encouraged to register with the Portal before the IFIB is due to be released.
Bid closing (planned): 08 September 2022, 4:00 pm (Central European Summer Time)
Bidding will take place via the ACO Electronic Bidding Portal.
Period of Performance: One Base Period: 01 January 2023 – 31 December 2023 with a further four (4) one-year extension options subject to funds availability.
