The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to acquire a qualified firm to address the lack of insulation and vapor barrier in the exterior walls, address air infiltration into the First and Mezzanine floors as well as into spaces such as the colonnade, and the separation of unconditioned outdoor air from the exterior vertical shafts and interior conditioned spaces at the Anthony J. Celebrezze Federal Building located at 1240 East Ninth Street, Cleveland, Ohio.  This effort will include the removal and reinstallation of the stone panels that clad the building, the modification of storefront and fenestration systems, the installation of insulating panels and a vapor barrier, and the treatment of the various building details due to the installation of the insulating panels.

This procurement is a total small business set-aside. The construction cost estimate is between $1,000,000 and $5,000,000. The anticipated award is on or about August 2022. The performance period is 200 calendar days upon receipt of the on-site Notice to Proceed. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 236220 with a small business size standard of $16.5 million.

The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price.  For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs).  The technical factors will include Experience for Similar Projects, Past Performance for Similar Projects, Qualifications and Experience of Key Personnel.

The solicitation is expected to be released on or about June 6, 2022, with a closing date on or about July 7, 2022. A pre-proposal conference and site visit is scheduled for June 14, 2022; notification to the Contracting Officer of proposed attendance will be required. GSA considers attendance at this conference vital to the preparation of a competitive and cost-effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers.

The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, SAM (SAM.gov). SAM is designed to safeguard Controlled Unclassified Information (CUI) acquisition information and is fully integrated with other electronic Government initiatives. Registration in SAM is required to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award.
