Description
The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to Standard & Poor's Financial Services, LLC, 7400 S Alton CT, Englewood, Colorado, 80112-2395, for license to obtain and use CUSIP data, including CUSIP numbers and descriptions, in electronic format. The CUSIP system is a standard numbering and descriptive methodology utilized throughout the financial community for identifying securities. The Contracting Officer has determined that Standard & Poor's Financial Services, LLC is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b) because Standard & Poor's Financial Services, LLC is the only known source that allows the user to license access directly with them in order to store CUSIP data within their own systems. In addition, the SEC requires access to the data via a specific platform, for which a license direct with Standard & Poor's Financial Services, LLC is required.
The anticipated period of performance will be a base period of 12 months with three (3) option periods.
The SEC intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.106-1(b). Interested sources may submit a capability statement, proposal, or quotation which will be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposals, or quotations.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
