Notice of Intent to Award Sole Source - Ferry Transportation Services

Naval Hospital Bremerton (NHB) in Bremerton, Washington intends to issue a sole source award utilizing Simplified Acquisition Procedures to Washington State Department of Transportation for Ferry Transportation Services within the Puget Sound Region. This award will be in made in accordance with authority FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Washington State Department of Transportation is the only organization uniquely qualified to provide ferry services for staff to travel between Naval Hospital Bremerton and its Branch Health Clinics, to include the following routes: Seattle/Bremerton, Edmonds/Kingston, and Coupeville/Port Townsend.

This notice of intent to award a sole source contract is not a request for quotations and a written solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for determining whether to conduct a competitive procurement in the future.
