E-6B Strip and Seal

The Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control, and Communications Program Office (PMA-271), Program Office (PMA-271), hereby issues the DRAFT solicitation for the procurement of services and supplies in support of sealant removal, application of primer, reapplication of EF-5992 sealant, and pressure checking of the fuel cells and surfaces for up to ten (10) E-6B Aircraft located in Tinker Air Force Base Oklahoma City, Oklahoma.

The solicitation will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period.  The solicitation number is N00019-24-R-0043.  The North American Industry Classification System (NAICS) code is 488190. The Product Service Code (PSC) for this requirement is J015. Any resultant solicitation will be released via notice on the SAM website at SAM.gov.

NAVAIR will provide non-proprietary Questions and Answers in response to this DRAFT Solicitation via SAM.gov posting. If questions received contain proprietary information, be sure to inform the Government of this in your response.

The Government kindly requests all FINAL comments be submitted by 12:00 pm EDT on 9 April 2024.

The DRAFT Solicitation Attachments will be disseminated via the DoD SAFE website. To request access to the DRAFT documents, send company name, company physical mailing address, CAGE Code, point of contact information (name, phone number, and email address) to Ms. Melissa Buchanan at melissa.l.buchanan4.civ@us.navy.mil. The subject line for the request should read "Request for DRAFT N00019-24-R-0043”. After requesting access to the DRAFT documents, the recipient will receive a link, via e-mail, to the package download page as well as a password. The password is unique for each recipient and will be disabled once DoD SAFE detects that the user successfully downloaded each file within the package.
