Electronic Communication Software Subscription Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide electronic communication software subscription for electronic bulletin boards for VA Maryland Health Care System (VAMHCS). The government is contemplating a Base +1 option period, Firm Fixed Price contract to satisfy this requirement and meet the needs of VAMHCS. Location: VA Maryland Health Care System, Public & Community Relations, 10 North Greene Street, Baltimore, MD 21201 INTERESTED & CAPABLE RESPONSES NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Responders are solely responsible for all expenses incurred associated with responding to this RFI. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. Statement of Work Electronic Bulletin Board Communication Software PURPOSE: Public Relations is responsible for the communication needs of Veterans and stakeholders of the VA Maryland Health Care System (VAMHCS) through various forms of internal communication. The electronic bulletin boards provide internal communication to Veterans, staff, volunteers and visitors throughout the VAMHCS. To provide electronic communication software subscription for electronic bulletin boards. GOVERNMENT REQUIREMENT: The 12-month subscription software for 22 electronic bulletin boards to include: Ability to control content and layout on each individual electronic bulletin board. Ability to share real time data. Ability to upload messaging and video content from any media. Receivers (mini PCs) should not need to be configured to receive and distribute media content. Ability to schedule messaging and video content for display. Ability to show real-time individual electronic bulletin board status online. Ability to upload emergency messages at any time and check on the status online. To include immediate interruption. Ability to connect to VA virtual server at all times. Ability to share Facebook and Twitter feeds, as a side bar. Ability to manage software updates remotely. Must be compatible with Windows 7 and Windows Embedded Standard 7 SP1. Must be compatible with current equipment (LED televisions and mini PCs). Content must be secure to prevent unauthorized use. Each electronic bulletin board will be hardwired and will receive messaging and video content via a VA designated virtual server. Vendor will provide unlimited software license, training and 24/7 technical support on software. STANDARDS: 100% compliance is required for customer satisfaction, performance and utility. REQUIRED REPORTING: Contractor will work with the project program manager to ensure that ability to connect to a virtual server. IT SECURITY / PRIVACY: An Interconnection Security Agreement (ISA) will be required for this contract. LOCATION: VA Maryland Health Care System, Public & Community Relations, 10 North Greene Street, Baltimore, MD 21201 PERIOD OF PERFORMANCE: Date contract awarded, with a base plus 1-year option.
