Description

The Maine Army National Guard (MEARNG) Recruiting and Retention Battalion has a requirement for advertising via Non-Commercial Service Announcements (NCSA) for one year plus an option period of six months. The Contractor shall adhere to all requirements in accordance with the Performance Work Statement. (PWS)

North American Industry Classification System (NAICS) Code: 541810 – Advertising Agencies, with a small business size standard of $22,500,000 is applicable to this requirement, with the Product Service Code: R701 – Support-Management: Advertising.

This Request for Quote (RFQ) is being solicited with no set aside.

Period of Performance: One year (base) plus six months (option).

Location: Service will be in Maine.

This acquisition is utilizing procedures in FAR part 13, Simplified Acquisition Procedures.

The Government will evaluate each offer based on Technical, Past Performance and Price. The Contractor must be found to be acceptable based on the factors listed in the Request for Quote. 

All RFQ and its amendments will be posted to www.sam.gov. Contractors are cautioned to check the website periodically for the solicitation and any amendments. Solicitation mailing lists will NOT be compiled and the RFQ and amendments will not be sent out in paper copy.

All documentation can and must be downloaded from the website above. Firms interested in submitting offers must be currently registered in the System for Award Management, complete the entire solicitation document to include representations and certifications, provisions, and clauses, provide all product technical specification documentation and technical compliance certifications, to be eligible for contract award.

Offerors must have a current, active registration in System for Award Management (SAM) to be eligible for award. Register or check status/expiration date of your registration at http://www.sam.gov. If you are not registered, or if your registration expires within the next 60-days, start the process of updating your registration now as it may take up to 12-15 business days after you submit before your registration is active in SAM. The award may be made without discussions.

Faxed offers or amendments will not be accepted. All dates are subject to change without notice.

Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of offers may render vendor offer non-responsive and result in rejection of the same.
