Description

The U.S. Army Corps of Engineers - New England District is issuing a Presolicitation Notice for Park Attendant No. 3 through No. 8 Services, Cape Cod Canal Recreation Areas, Bourne, Sandwich, and Sagamore Beach, MA.

THE WORK CONSISTS OF: The Contractor (Park Attendant) shall perform the daily cleaning, refuse removal services, and light maintenance at two (2) of six (6) recreation areas at the Cape Cod Canal. The recreation areas each have one (1) comfort station (restroom) with two (2) individual bathrooms containing multiple stalls. Each recreation area also offers numerous park benches, picnic tables and pavilions, several trash and recycling receptacles, visitor parking lots and landscaped areas.

The Government intends to award six (6) separate contracts from this one solicitation. The combined recreation areas are as follows:

Herring Run and Sagamore Recreation Areas (Park Attendants 3 & 4): The Herring Run/Sagamore Park Attendant Recreation Area and camp site is located near 40 Canal Road in Sagamore Beach, MA 02562.

Sandwich Recreation Area and Sandcatcher Recreation Area (Park Attendants 5 & 6): The Sandwich/Sandcatcher Park Attendant Recreation Area and camp site is located near 55 Ed Moffitt Drive in Sandwich, MA 02563.

Bourne and Tidal Flats (Park Attendants 7 & 8): The Bourne/Tidal Flats Park Attendant Recreation Area and camp site is located just beneath the Bourne Bridge on the south side of the Cape Cod Canal at 173 Sandwich Road in Bourne, MA 02532.

Contracts may be filled by a couple or a single Park Attendant. The vendor offering the lowest price per day as indicated in the Bid Schedule will be allowed to choose which Park Attendant contract (No. 3 - No. 8) they will be awarded. The vendor with the next lowest quote will then be offered an available contract of his/her choice. Contracts will be offered in this manner until all are awarded. 

This is not a request for quotes at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about February 20, 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).

This procurement is set-aside for small business vendors. The applicable NAICS code is 561990 with a Small Business Size Standard of $16.5 Million.

ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
