Description

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit for a web-based training (WBT) course using a sole-sourced, Woman-owned Small-business set-aside.

The purpose of this training is to support the Office of the Assistant General Counsel (Ethics) in the development and maintenance of one (1) annual awareness WBT for the Initial and Annual Ethics course for the Department of the Navy (DON). The contractor will be responsible for designing, developing, and maintaining the WBT in support of the OGC.

This requirement includes the use of software that shall be compatible and interoperable with the Total Workforce Management Services (TWMS) System and Navy e-Learning (NeL). Training shall be developed using Adobe Flash, HTML5 and SCORM, in order to remain compatible with TWMS and NeL. The required WBT course shall be compliant with Section 508 of the Rehabilitation Act of 1973, which requires Federal agencies to provide individuals with disabilities equal access to electronic information and data comparable to those who do not have disabilities, unless an undue burden would be imposed on the agency.

It is the Government’s intention to issue a Firm Fixed Price (FFP) type contract in accordance with FAR Part 13 to a single firm as a result of this acquisition. The period of performance is expected to begin upon award and will consist of a single base period, followed by four (4) 12-month option periods.
