AMD0002 - The purpose of this amendment is to extend the proposal response time has changed from November 16, 2024 at 10:00 am CST to November 20, 2024 at 10:00 am CST.  Provide AMD 0002 Question and Answers - HC108424R0015 PDF to provide further clarification to questions proposed.  Provide an updated PWS, QASP, Attachment 2 CLIN Pricing worksheet, FAR 52.212-1 Instructions to Offerors – Commercial Products and Services, and FAR 52.212-2 Evaluation – Commercial Items to provide further clarification.  All other terms and conditions remain the same.
The Government has answered all questions received.

AMD0001 - The purpose of this amendment is to extend the due date for proposals. Proposals are due November 13, 2024 at 10:00 AM CST.  All other terms and conditions remain the same.

The Defense Commissary Agency (DeCA) plans to enhance its Reward Card Program by developing a Digital Loyalty Registration Capability (DLRC) that aligns with modernization efforts. The program aims to provide a 21st-century retail business solution by offering loyalty rewards and incentivizing customers to continue purchasing DeCA's products but cannot do so until the program entry / registration process is easy, seamless and not dependent on a physical Rewards Card. CLICK2GO / Freshop is an online grocery ordering system that has already been implemented to improve the customer experience.

The objective is to modernize and enhance DeCA’s Reward Card Program by developing a more user-friendly and accessible digital format. DeCA is seeking capability that enables patrons to join and utilize DeCA’s Reward card program without having a physical card in hand. Patrons should also be able to use the CLICK2GO White Label App to present a scannable barcode during checkout or use the alternative rewards lookup methods to apply the card to their transaction. This capability is needed to increase program participation.  Specifically, the contractor is tasked with creating a simplified digital registration process and integrating this new DLRC registration capability with DeCA's Enterprise Business Solution (EBS) Emerald software, Fastlane SelfServ, and the CLICK2GO / Freshop platform. This integration shall require collaboration with NCR Voyix (NCR) and utilization of NCR's Application Programming Interfaces (API).  

a. Patrons will have a simplified registration process to allow the ability to use their eCommerce smartphone application to present a scannable barcode or existing 10-digit alternate ID to apply the loyalty ID to their transaction at the point-of sale.
b. Patrons will have the ability to use the new digital registration capability to support the existing DLRC through a mandatory 10-digit alternate ID.
c. The contractor should help DeCA make the Reward Card experience seamless. For example see Attachment 1, when registering the system shall create a Unique ID.

DeCA has a need for DLRC that is easy to use and seamlessly integrated with existing DeCA's Enterprise Business Solution (EBS) Emerald software, Fastlane SelfServ, and the CLICK2GO / Freshop platform. Under this effort the DLRC shall allow for DeCA patrons to have a simple registration and unique user identification through a 10-digit number. Develop and implement a DLRC digital registration capability, providing support, maintenance, and administration. The DLRC will interface with DeCA's EBS Emerald software, Fastlane SelfServ, and the CLICK2GO / Freshop platform.
