Description
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement to provide individuals who have limited English proficiency (LEP) with meaningful access to information on oil and gas platform decommissioning programs and activities in the Pacific Region of the Outer Continental Shelf (OCS). This project will determine the need to provide language assistance to individuals with LEP in communities that have the potential to be impacted by BOEM¿s programs and activities associated with Pacific OCS platform decommissioning. These findings will be documented in a comprehensive report. The development of a separate, stand-alone Language Access Plan (LAP) for the Pacific Region is an integral part of this study. This project will develop an LAP that will be used to assess community language needs. After the LAP is developed, it will be used to determine the language access needs of the communities in the onshore areas that may potentially be impacted. This will include identification of the communities themselves, along with which languages should be included. The project will also develop proposals for addressing the language access needs of the communities identified as requiring language assistance.
