Description
THIS NOTICE IS FOR SOURCES SOUGHT ONLY. The USACE is seeking sources to provide equipment in response to Hurricane Helene for sites located across Western North Carolina. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION TO BID.
The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized.
All interested companies that are capable of providing the following equipment are invited to submit a Capabilities Statement consisting of appropriate documentation, literature and brochures and should include 1) Firm name, address, telephone and fax numbers 2) identification of the company’s size certification based on NAICS Code 333318 3) identification of the company’s emergency mobilization response time in providing this equipment.
Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the assessments. Electronic submissions will be accepted.

IMPORTANT NOTES:
- This sources sought is requested with respect to the damages cause by Hurricane Helene. The potential mission will be to provide potable water to the affected areas.
- Contractors Sources Sought Response shall disclose the following:
- Contractor will certify that each piece of equipment has NOT been used in an industrial setting for water treatment,
- If equipment is NSF 61,
- The leasing period of all equipment if unowned,
- If they employ a Licensed Engineer able to stamp all mobile treatment plant drawings when submittals are required for state and federal organizations.
- All items will need to be skid mounted/transportable with equipment to load/offload.
- The locations of work are currently being determined.
- Initial water quality tests have not been performed, but there are areas of very high turbidity and reports of high manganese.
- Not all equipment may be needed at each site.
- Some sites may need to be scalable beyond the 500,000GPD to meet needs.
- This list is not all encompassing, the contractor may need to supply additional materials beyond the equipment below to fulfil requirements.
- Cold weather may impact systems and mitigation may need to take place.
- Staging area for equipment may be provided prior to contract award.

In addition to any capability statement that your company may provide, please address the following questions:
- Do you have everything needed to mobilize within 48 hours and perform a WTP support/services immediately?
- Provide a list of on hand equipment. Indicate if the equipment is owned or a rental.
- This equipment can include equipment under reserved agreements provided the equipment is readily available (within 24 hours) of a government contract.
- Ensure equipment can be staged or on site within 96 hours. If not supply an estimate of time needed to have equipment staged or on site in affected area.
