Description

The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), Environmental Laboratory, Environmental Processes and Engineering Division (EPED) and Ecosystem Evaluation and Engineering Division (EED) in Vicksburg, MS ERDC intends to establish Master Blanket Purchase Agreements (BPAs) in order to facilitate the procurement for continuous hazardous waste removal and disposal of solids and liquids.

The Government anticipates this solicitation will result in multiple BPA awards.  The Government estimates, but does not guarantee, that the total volume of purchases through this agreement will be  $7,258,264.20 in capacity over a 5-year period.unless earlier termination.  The Contractor shall furnish all labor, supervision, and other items and services necessary hazardous waste removal and disposal of solids and liquids as defined in the attached Description of Requirements (DOR).

This procurement is being competed as 100% Small Business set aside utilizing the North American Industry Classification System Code (NAICS) 562910, Remediation Services, with a size standard $25,000,000.00 This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR 13.303, Blanket Purchase Agreements.

The Master BPA does not obligate any funds.  The government shall be obligated only to the extent of authorized orders actually utilized via a properly executed BPA Call.  There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor. Actual purchases will be made via properly executed BPA Calls.  All BPA Calls will be initiated at the time the hazardous waste removal and disposal of solids and liquids are needed by a warranted Contracting Officer or a BPA Ordering Authorized Individual. Only a warranted. Contracting Officer is authorized to initiate and complete a BPA delivery order greater than $25,000 The Master BPA’s will expire in five (5) years from date of award or total purchases reaching the BPA limit, (whichever occurs first).
