Description
COMBINED SYNOPSIS/SOLICIATION: DORM PARKING LOT CCTV EXPANSION
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. Solicitation FA487723QU023 is issued as a Request for Quotation (RFQ).
3. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023-04 effective 02 Jun 2023, Defense Procurement Notice 20230720, and Department of the Air Force Acquisition Circular 2023-0707 effective 07 Jul 2023.
4. This is a small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 800 employees.
5. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:
“Product Description”
a. CLIN 0001 – Dorm Parking Lot CCTV Packages – QTY: 35 – Unit of Measure: EA – Please see attached Performance Work Statement for further details.
6. In accordance with FAR 52.212-4(e), offerors are encouraged to propose alternative line items for this requirement.
7. Delivery of CCTV packages shall be FOB Destination. All CCTV packages delivery must be coordinated with the designated Government point of contact.
8. Proposed equipment from contractor must be compatible with the existing system in place in the dorms parking lots. The Existing NVR and Cameras attachment details what is currently in place. The government will not consider a stand-alone system that is not compatible with the current system.
9. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the products in accordance with the Performance Work Statement (PWS).

*Note – Site map is provided for contractor reference, any assumptions made based on the attached map is done so at the risk of the contractors. As such it is highly advisable for all contractors to attend the site visit in order to fully understand the site conditions for this requirement.
11. Important Dates/Times (All Times are Arizona Local Time)
a. Site Visit Date – 05 September 2023 – 10 AM, Arizona Local Time
- In order to attend the site visit please fill out the attached EAL for each attendee no later than COB 29 Aug 2023. Please limit attendees to two individuals.
b. Questions are due by 06 September 2023, 1 PM, Arizona Local Time. (NO questions will be considered after the questions due date.)
c. Answers will be provided by 08 September 2023, 1 PM, Arizona Local Time.
d. All quotes shall be submitted by 12 September 2023, 1 PM, Arizona Local Time.
12. Please note this solicitation is being released in accordance with FAR 52.232-18, availability of funds. Funds are not currently available for this contract and may not come available this fiscal year. Contractors assume all responsibility for the cost of attendance at the site visit as well as proposal costs. The government will not reimburse any costs associated with this solicitation.
13. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.
