Description
This announcement constitutes a Notice of Proposed Contract Action.
The subject requirement is for Non‐Recurring Engineering (NRE) services to address Diminishing Material
Shortages (DMS), obsolescence of key components, and long‐lead item issues for the future production
and support of palletized roll‐on/roll‐off EMASS system for the C‐130H.
Basic Contract projected Period of Performance is six (6) months. The services are non‐personal in nature,
do not cover inherently Governmental Services, and are non‐severable. Furthermore, said services will be
procured on other than a performance‐based basis. This requirement will be Cost‐Plus‐Fixed‐Fee (CPFF)
and will include Not Separately (NSP) data CLINS.
The proposed contract action for this requirement will be sole source to the following Contractor:

This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302‐1, Only
One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
The C‐130H EMASS is a highly specialized system and is the only aircraft spray system designed and
manufactured at this scale and in a roll on/off configuration. The EMASS unit is fielded, however the
technical data delivered to the Government under the development contract is not adequate to
manufacture additional units via competitive procurement due to the procurement for the manufacturing
processes, jig design, and dynamic models were not a data requirement in the initial contract. The EMASS
TDP does not contain the fluid dynamic models necessary to evaluate the impacts of system design
changes, or facilitate identification of new, or replacement parts, which would prohibit the modification
of system calibrated control loop gain values, which require modification to maintain specified flow rate
accuracy requirements. Any obsolescence swap would require these fluid dynamic models to re‐calibrate
and re‐code the system for use.
Electronic procedures will be used for this solicitation. Approximate issue date of the solicitation is
04 November 2022. Approximate response date for receipt of proposal is 02 December 2022 and
approximate award date of 06 January 2023.
As this effort is currently considered a sole source requirement, the RFP will NOT be posted to
SAM.Gov.
