Description

UPDATE July 29, 2024- Updated Governement Q&A responses posted regarding the inclusion of the Transmittal Letter and/or Cover Sheet within the 30-page total limit. Attached is the updated response. 

UPDATE July 26, 2024- BAA Amendment 003 is attached along with BAA Questions Round_2. The changes are highlighted in red for Amendment003, and the Government responses to the BAA questions are listed in red in the separately attached documents. Changes to the Amended BAA includes a change in the time zone designation from Eastern Standard Time to Eastern Time to match the time zone designation in the IARPA IDEAS system.  There will be no additional round of questions, and the initial round of proposals along with the BAA closing date remains unchanged from Amendment 002.

UPDATE July 11, 2024- BAA Amendment 002 is attached along with BAA Questions Round_1. The changes are highlighted in green for Amendment002, and the Government responses to the BAA questions are listed in red in the separately attached document. IARPA has opened and extended questions until July 17, 2024, the initial round of proposal is extended to August 1, 2024 @4:00pm EST, and the BAA closing date is extended to August 9, 2024 @ 4:00pm EST.  

UPDATE June 25, 2024- BAA Amendment 001 is attached and the changed are higlighted in yellow. The inital round of proposal due date remains unchanged at July 15, 2024, and the BAA closing date remains July 22, 2024 @ 4:00pm EST.

IARPA-BAA-24-04 is for the Video Linking and Intelligence from Non-Collaborative Sensors (Video LINCS) Program. The Video LINCS program aims to develop novel capabilities to autonomously re-identify objects across diverse video sensor collections and map all objects to a common reference frame. The goal of the Video LINCS program, it to develop re-identification (reID) algorithms to autonomously associate objects across diverse, non-collaborative, video sensor footage and map re-identified objects to a unified coordinate system (geo-localization).

IARPA is seeking innovative solutions for the Video LINCS Program in this BAA.
