Description
This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate on a non-competitive basis with PowerTrain, Inc. located at 8201 Corporate Drive, Suite 500, Hyattsville, MD 20785, for the procurement of the Security Education and Training System (SETS) learning management ecosystem and learning management content controller hosting and licenses. This includes a IL2 and Il4 Learning Management Systems, Security Awareness Hub, Contract Management, Agile Development, Systems Operations and Sustainment Support, Training Systems Support, Helpdesk Services, Reporting Tools and Data Analytics. Additionally, this requirement includes optional Learning Management Content Controller licenses.
Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to PowerTrain, Inc. The DCSA Learning Ecosystem is intricately designed to meet specific security and operational needs, including the protection of classified information and the delivery of critical training to DoD personnel, agencies and industry in the NISP. Development of the technical data packages and specifications that would allow for full and open competition cannot be completed in sufficient time to allow for competition prior to the June 2025 need date. PowerTrain has the technical knowledge and background to seamlessly perform the requirement under a new sole-source contract.
This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit their technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by DCSA. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
