The 436 Contracting Squadron is conducting this solicitation to identify contractors who possess the capability to fulfill the requirement specified below:

Description of Service

The project consists of providing all labor, materials and equipment necessary to remove paint and rubber and to stripe Dover AFB Airfield as well as other heavy-duty pavement striping applications. Specifications include the following:

1. Repaint existing and paint new pavement markings in accordance with the Statement of Work (SOW) and the applicable drawings. A maximum of 290,000 SF of striping (225,000 SF-Reflective, 65,000 SF-non-reflective) shall be accomplished by the Contractor based on a priority list to be provided by the Contracting Officer just prior the Contractor performing the work. The Contractor shall remove built up and flaking markings as required up to a maximum of 12,000 SF. The contractor may propose to use either Type I or Type III beads in the reflective markings.

2. Rubber removal portion consists of furnishing all labor, equipment, tools, appliances, and materials required to remove 85% of the rubber build up from 100% of the rubber covered within a designated area of runway (area approximately 2500 LF x 65 LF x 3 Runway ends) . The rubber removal is to be completed without damage to the pavement surface, joints, and joint and crack seals, or any other government property.

Site Visit Information: A site visit is not necessary to refine this requirement.

Proposals: Contractors are encouraged to offer their most advantageous/best proposal. The contractor shall submit their proposal by 21 March 2025no later than 12:00 PM EST to the contracting office by e-mail to all points of contact listed below in order to be considered. Proposals must be valid through for 120 calendar days.
