This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation W9127N23Q0WW4 is for the establishment of a firm fixed price contract for fire extinguisher service. The contractor shall perform required annual maintenance, on the portable fire extinguishers at dams within the Willamette Valley Project. The Contractor shall provide all personnel, equipment, tools, material, vehicles, supervision and other items and services to perform annual, 6-year,12-year or any other needed testing on fire extinguisher located in the service area.  The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed.

The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

This solicitation is advertised as a small business set-aside under NAICS Code 541990, All Other Professional, Scientific, and Technical Services with a Small Business Size Standard of $19,500,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration will make an offeror ineligible for award.

The Government requests pricing for fire extinguisher servicing in accordance with Attachment 1 – Bid Schedule. Contractor is to provide cost for each location and a combined cost for all locations.

Period of Performance: The period of performance:

                   Base Year - 1 September 2023 to 31 August 2024

                   Option Year – 1 September 2024 to 31 August 2025

52.212-1      INSTRUCTIONS TO OFFERORS–COMMERCIAL ITEMS (JUL 2021) – ADDENDUM

Proposals shall include the following:

  1. Completed Attachment 1 – Bid Schedule with pricing for each location along with combined total.
  2. Provide proof of having certified fire extinguisher technician(s) on staff to completed the required inspections. The provided certification should be equivalent to National Association of Fire Equipment Distributors (NAFED) certification or state requirements.

52.212-2 EVALUATION – COMMERICAL ITEMS (OCT 2014)

(a) The Government will award a single firm fixed price contract resulting from this solicitation to the responsible offeror’s whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.  The following factors shall be used to evaluate offers:

  1. Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon providing proof of having certified fire extinguisher technician(s) on staff. The provided certification should be equivalent to National Association of Fire Equipment Distributors (NAFED) certification or state requirements. This factor will be Pass or Fail, with a conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating.
  2. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.  Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
