THIS IS A SNOPSIS:
DEPARTMENT OF COMMERCE ENTERPRISE-WIDE FURNITURE INITIATIVE
The Department of Commerce (DOC) is a cabinet-level Department that promotes job creation, economic growth, sustainable development, and improved standards of living for all Americans. The DOC works in partnership with businesses, universities, communities, and our nation’s workers to realize its mission to help make American business more innovative at home and more competitive abroad. The Department has a widespread and diverse set of responsibilities within the areas of trade, economic development, weather monitoring and communication, technology, entrepreneurship and business development, and statistical research and analysis. The Department is comprised of 11 Bureaus and the Office of the Secretary, with operations across the United States, 6 U.S. Territories, and more than 70 international offices. The Bureaus include the National Oceanic and Atmospheric Administration (NOAA), National Institute of Standards and Technology (NIST), United Stated Census Bureau (CENSUS), United States Patent and Trademark Office (USPTO), Bureau of Industry and Security (BIS), International Trade Administration (ITA), United States Economic Development Administration (EDA), Minority Business Development Agency (MBDA), National Telecommunications and Information Administration (NTIA), National Technical Information Services (NTIS), and the Bureau of Economic Analysis (BEA) . The Office of the Secretary (OS) is the headquarters organization for the Department.
This notice is not a request for quote, proposal, or invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of a proposed contract action. The Department of Commerce Enterprise Services - Acquisition (DOC-ES-A) intends to issue a solicitation for a turnkey furniture procurement, to include management and installation of various types of office furniture.
The objective is to obtain systems furniture, office furniture, case goods, seating, filing, office storage cabinets, and related design and installation services for the DOC, its Bureaus and Offices, for locations throughout the continental United States (CONUS) and outside the continental United States (OCONUS).
Not all Bureaus within the DOC are standardized on the same manufacturer; therefore the anticipated contractor must have the capability to provide, at minimum, the full product line from the following manufacturers:
- Allsteel
- Herman Miller
- Steelcase
- Inscape
- Kimball
- National
- JSI
- Logiflex
- Humanscale
The contract holder(s) will be expected to be able to manage project requirements to reconfigure workstations, offices, training and conference rooms, files storage, and create additional workstations. New office and cubicle standards may require furniture project management, furniture designs, procurement, dismantle, removal and disposal of discarded furniture, and reconfiguration of existing furniture and installation services.
The solicitation will be issued as a Small Business set-aside under NAICS 337214. It is anticipated that the solicitation may result in a single or multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s) with firm-fixed price task orders. The resultant contract will be awarded in accordance with FAR Parts 12 and 13. Interested contractors will be requested to provide a discount (percentage %) greater than or equal to the General Services Administration (GSA) Price list for the stated original equipment manufacturers and any fee (stated as a percentage) for associated services. The Government anticipates a base plus four (4) one-year option periods. The Indefinite Delivery, Indefinite Quantity (ID/IQ) contract(s) resulting from the Request for Proposals (RFP) is intended to give the DOC, its Bureaus and Offices the flexibility to address the varying furniture requirements without specifically identifying each requirement for the life of the contract.
The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as SAM or www.sam.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.sam.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. All vendors doing business with the Government are required to be registered with SYSTEM FOR AWARD MANAGEMENT (SAM).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A REQUEST FOR PROPOSALS IS ANTICIPATED TO BE PUBLISHED IN FEBRUARY 2023. The contract award date is anticipated to be March 2023.
