Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to award Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA, a sole source Delivery order under BOA N0001920G0005 in support of the MQ-4C program. The anticipated delivery order is for the procurement of recurring engineering retrofit effort to incorporate multiple  Engineering Change Proposals (ECPs) into fielded aircraft in support of the United States Navy (USN) and Royal Australian Air Force (RAAF). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the MQ-4C Triton UAS, NGAS is the only source with the requisite knowledge, experience, engineering expertise, and technical data required to meet the Government’s requirements within the program’s cost and schedule constraints.
