Description

THIS IS A PRE-SOLICITATION SYNOPSIS ONLY. This notice does NOT constitute a
request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation
synopsis is to notify potential offerors of the upcoming solicitation for Base-wide Multiple
Services on Marine Corps Base Camp Lejeune, Jacksonville, North Carolina.
The North American Industry Classification System (NAICS) Code for this requirement is
561210 with an annual size standard of $47,000,000. This procurement will be a 100%
Set-Aside for Small Businesses, based upon the following market research:
A sources sought notice was posted on 21 November 2014 under solicitation N40085-25-R-
2557, seeking certified small businesses as follows: Service-Disabled Veteran Owned Small
Businesses (SDVOSB), 8(a) Businesses, Small Disadvantaged Businesses, HUB Zone Small
Businesses, and/or other Small Businesses with current relevant qualifications, experience,
personnel, and capabilities to perform the proposed requirements. In response to the notice five
(5) contractors replied, expressing interest. Some provided a brief introduction and background
of their experience for the proposed project as requested.
Based on previous acquisition history, the two (2) previous multiple services contracts were both
8(a) set asides. In response to the sources sought notice, one (1) Hub Small Business and one (1)
Small Disadvantage Joint Venture firms are capable. Based on the responses from the sources
sought, the requirement will be 100% set-a-side for small business.
The Government intends to award a combination Firm Fixed Price (FFP), Indefinite Delivery
Indefinite Quantity (IDIQ) contract with recurring and non-recurring services for base-wide
multiple services at multiple locations at MCB Camp Lejeune. The contract will include a base
period of twelve (12) months plus four (4) twelve-month option periods. The total term of the
contract period of performance shall not exceed 60 months. The Contractor may be required to
continue performance for an additional period up to six (6) months under the Option to Extend
Services Clause. In either case, the Government will not synopsize the options when exercised.
The applicable Service Contract Act (SCA) Wage Determination is 2015-4389, Revision No. 29,
Date of Revision: 12/23/2024. A complete copy of the wage determination can be found at
https:// beta.sam.gov/.
The solicitation will be available on 1 February 2025 (or thereafter). The estimated date for
receipt of proposals is 30 days after the solicitation issue date. This solicitation will be
available in electronic format only. Once posted, offerors can view and/or download the
solicitation at www.sam.gov. Qualified Contractors must be registered in the System for
Award Management (SAM). Contractors are encouraged to register for the solicitation on the
SAM website. Only registered contractors will be notified by E-mail when amendments to the
solicitation are issued, amendments must be signed and return with the submitted proposal. All
documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat
Reader, required to view the PDF files, can be downloaded from the Adobe website.
