Protein Production Services

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with University of Michigan to procure protein production services.

The overall aim is for global blood sampling, zero-surveillance, and pathogen identification to enable production of vaccines, therapeutic antibodies, and diagnostic tests in anticipation of potential pandemic threats. This service can only be provided by University of Michigan because the lab has used their proteins before, changing variables/vendors in the middle of experiments would compromise the integrity of our results. University of Michigan provides innovative technologies and
revolutionary assays to the analysis of genetic variation and function. By utilizing their expertise
in the field and the familiarity with the technological advances of protein production, the VRC
will reduce time delays and overall reduce cost to the government by providing faster results
that will help aid in the design and generation of effective vaccines.

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2134483 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 12:00 pm eastern standard time September 4, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
