THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.  THIS IS NOT A REQUEST FOR PROPOSAL.  IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.  RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.  NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.  ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d).  The Naval Air Systems Command Patuxent River (NAVAIRSYSCOM) intends to award a contract to support Government activities in the full platform integration of NGJ-MB. The contractor will work jointly with the Government to assist in the development of aircraft integration requirements and design/development efforts for NGJ-MB. This effort includes preparing for Test and Evaluation (T&E), including Developmental Test (DT) efforts, in anticipation for Operational Test (OT) efforts.  The contractor will provide the associated Program Management (PM), Technical Management, Systems Engineering (SE), design/development engineering, retrofit engineering, T&E, and Integrated Logistics Support (ILS) to achieve full NGJ-MB integration on the EA-18G aircraft.  This contract will have extensive test and evaluation activities, and includes laboratory, simulation, ground, and flight test activities at both contractor and Government facilities. The anticipated period of performance for this effort is twelve (12) months from the date of award.

As the original equipment manufacturer and sole designer, developer, and weapons system integrator of the EA-18G aircraft and its systems, Boeing has the established supplier base and management, engineering, and manufacturing processes that are critical to support the integration of CFE, GFE, and related ECPs.  Boeing possesses the technical and engineering data, unique and specialized engineering capability, unique logistics support experience, subject matter expertise, resources, configuration control, and detailed knowledge/familiarity to integrate and test NGJ-MB on the EA-18G aircraft.  As such, Boeing is the only firm that can provide these supplies and services within the required timeframe. 

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
