Description
The 502d Contracting Squadron intends to award a firm-fixed-priced purchase order on a sole-source basis to Sacred Tiger Music Publishing for creation of an original composition of a single-movement tonal piece for full concert band. The piece shall no less than six minutes in length reflecting the Air and Space Force's air and space dominance. Composition will include electronic elements integrated into the score to be performed by one dedicated operator. Contractor will deliver a written, full conductor's score and individual parts and will grant synchronization/mechanical licensing and public performance rights. The commissioned product must include parts rendered for the following instrumentation:
Piccolo
Flute I & II
Oboe I & II
English Horn
Bassoon I & II
E flat Clarinet
B flat Clarinet I, II, & III
Bass Clarinet in B flat
E flat Alto Saxophone I & II (opt. B flat Soprano Saxophone)
B flat Tenor Saxophone

Due to the unique theme of the commission, the contractor must be a film composer with demonstrated accomplishment in writing music for the science fiction genre as the final product will be used to attract broad interest in the Air Force across a recruitable demographic by leveraging the Composer's established worldwide commercial success and name recognition in addition to incorporating the popular major motion picture composition style. As such, the Contractor must have no less than twenty years' experience composing music for motion pictures and film music industry award designations from ASCAP. Mission needs require delivery by 31 JAN 24 as the product will be a featured recruitment tool used by the Band of the West for a conference immediately following delivery.
Period of performance: 24 September 2023 through 31 January 2024; Delivery of final composition NLT 31 January 2024
The proposed action is for delivery of the required product which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement NLT 12:00 PM Central, 17 August 2023. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
