Description
Air Force Instruction (AFI) 48-144, Drinking Water Surveillance Program, dictates Bioenvironmental Engineering oversees drinking water surveillance for Air Force-owned drinking water systems. The current Final Governing Standards for the United Kingdom (FGS-UK) outlines drinking water sampling requirements for United States Visiting Forces in the United Kingdom (USVF-UK). Consequently, there is a new need to outline laboratory and analysis support for drinking water surveillance across United States Air Force military installations in the United Kingdom. The 48th Fighter Wing, 100th Air Refueling Wing, and 501st Combat Support Wing is required to ensure safe and potable water via sampling and surveillance in accordance with the current FGS-UK. Manpower to receiving sampling kits, collect samples, and return to an assigned laboratory is readily available. What is not readily available are sampling kits, laboratory equipment and technical expertise to analyze the samples. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that laboratory analysis services are performed for each customer in a manner that will promote USVF-UK's ability to ensure safe, potable water is provided to base patrons.

If this requirement is unfulfilled, USVF-UK risks provide unsafe drinking water to United States & United Kingdom service members & employees on RAF Lakenheath, RAF Mildenhall, RAF Feltwell, RAF Croughton, and RAF Alconbury, and subordinate geographically seperated units.
The initial strategy was to procure the requirement through the existing ESC II IDIQ; however, 5 of the 6 contractors declined to submit a proposal. Therefore, 48 CONS pursued market research on the open market, local market, and GSA.
The Contractor shall provide sampling kits by the 15th of the month prior the decided/directed month of sampling to each USVF-UK organization including RAF Lakenheath, RAF Alconbury and RAF Croughton. Sampling kits shall be provided to applicable USVF-UK organizations through a shipping and delivery service. Costs associated with shipping kits to USVF-UK offices shall be included in the contract line item price.
The Contractor shall provide USVF-UK organizations with the results of the drinking water laboratory analysis in accordance with methods outlined in the PWS. The Contractor shall provide USVF-UK organizations with a comprehensive list of sampling results (analyte, date collected, date analyzed, analysis method, limit of detection, result, and unit) no later than 15 February each year.
The Contractor shall maintain and provide USVF-UK organizations a copy of certifications/accreditations to conduct laboratory analysis for analytes and/or testing parameters outlined in the PWS.
The required Drinking Water Surveillance meets the definitions of FAR Part 2 in terms of a commercial service, which can be acquired using the streamlined acquisition procedures under FAR Part 12 and 13.
