Description
First, the legislation provides the Department the authority to pay for the administration of the National Assessment of Educational Progress (NAEP) to provide state level performance results. Second, the legislation requires the Department to provide technical assistance to states in carrying out the NAEP. The purpose of this procurement is to initiate the partnership between TEA and NCES. The partnership enables NCES to provide TEA with the technical assistance described in the aforementioned legislation. The proposed action will allow TEA to participate in activities and projects developed by the Department to further establish the purpose of the partnership. Due to the nature of the proprietary information needed to fulfill the terms of the contract, TEA is the only entity with the capability to perform. Therefore, an offer will be solicited from the only known source available, TEA.
The anticipated contract will be for 11 months. Under the authority of FAR 6.302-1, only one responsible source exists for this work and no other type of service will satisfy the agency's requirements. A determination by the Government not to compete the proposed contract is solely within the discretion of the Government. This notice is strictly for informational purposes only.
