Sole Source Notice of Intent to Sole Source

(FAR Part 13 ¿ Simplified Acquisition Procedures)

In accordance with FAR Part 13 Simplified Acquisition Procedures, the United States Fish and Wildlife Service (USFWS), on behalf of FWS Fisheries Program located in Sacramento, CA is seeking to award a sole source action contract to Advanced Technical Solution located in 7625 Sunrise Boulevard, STE 213, Citrus Heights, California 95610-2364 for one (1) aquaManger Hatchery License (version 2.9.16) installed and configured for four (4) hatcheries across the United States.

Advanced Technical Solutions is the sole provider of the aquaManger product. aquaManger is a Commercial Off the Shelf (COTS) product. aquaManager provides an integrated hatchery management module that helps make optimal use of hatcheries, both from the economical and production point of views. The software is easy to register, control and optimize all the major parameters that affect production efficiency and fish quality. All the information related to rearing environment (temperature, oxygen, salinity, etc.), the live feed production and the fish behavior is easily entered into the system. This is done through ¿smart¿ screens that require minimum data entry or by using data acquisition equipment that is integrated into aquaManager.


This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products or services may submit product information and a capabilities statement that speaks to the products/services the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by March 2, 2021, 9:00 AM Eastern Time and can be sent to Bill Fluharty at william_fluharty@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
