REQUEST FOR INFORMATION

Digitization and Electronic Records Management

RFI-ABA-101

This Request for Information (RFI) is issued by the Bureau of the Fiscal Service on behalf of the United States Access Board to find a viable vendor pool to provide Digitization and Electronic Records Management Services.  All responses will be reviewed. Based on responses to this RFI, a small business set aside is preferred if enough interest is provided from small businesses.

The Access Board requires a vendor to create and provide ongoing operation, and maintenance for the Electronic Records Management Suite (ERMS).  The contractor must assist in the transition from our current vendor to the new Records Management system.

The Access Board is responsible for making and preserving records to provide adequate and proper documentation of its organization, functions, policy decisions, procedures, and essential transactions. The Access Board is also responsible for establishing and maintaining a continuing program for the economical and efficient management of its official records. The Contractor shall ensure the Records Management System meets the functional objectives in Sections 3 and 4 of the Statement of Work (SOW).

The contractor will be responsible for complying with NARA’s guidelines and NARA’s OMB M-19-21.

The contractor platform and hosted system must be FedRamp certified and provide ongoing management and oversight over the system.

The contractor is required to have at least 8+ years of experience with Records Management.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Sources Sought notice. Telephone responses or inquiries to this Sources Sought notice will NOT be accepted.

Fiscal Service will consider written responses received no later than 12:00 PM EST August 03, 2021. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: Sanner/White Ref, RFI-ABA-101. Vendor responses must include sufficient evidence that clearly shows the proposed product / service is capable of meeting all the characteristics of the requirement as described within this RFI and included SOW.

Qualified contractors must provide the following:

  1. The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.
  2. Whether your product is available through a Government contract vehicle or Open Market.
  3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.
  4. DUNS Number.

The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta,, .cpl, and .zip files.

Microsoft Office compatible documents are acceptable.

No other information regarding this Sources Sought notice will be provided at this time.

This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
