Description

This Justification and Approval (J&A) authorizes the issuance of a Firm-Fixed-Price Delivery Order (DO) for the procurement of Adobe, Inc. (Adobe) Connect brand name software for the United States Marine Corps Training and Education Command (TECOM). This requirement will be issued only to National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government Wide Acquisition Contract (GWAC) holders who can provide items specific to one manufacturer, Adobe Connect brand name software. The Period of Performance (PoP) for the base year is anticipated to be 365 days, commencing on approximately 16 February 2022. The total PoP will be for a base year and four option years.

The NAWCAD Webster Outlying Field, Integrated Command and Control & Intelligence Systems (IC2&IS) Division has been tasked by the United States Marine Corps TECOM to procure Adobe Connect brand name software in support of the Marine Corps University. TECOM requires a software product that can provide a virtual collaborative educational and training environment that meets all requirements of the Federal Risk and Authorization Management Program (FedRAMP) Moderate Authorization and Department of Defense (DoD) Provisional Authorization Impact Level 2 (IL2). Adobe Connect software provides the remote instruction, video, and collaboration tools necessary for TECOM to deliver their Professional Military Education (PME). These requirements have become increasingly critical during the Coronavirus Disease 2019 pandemic as military personnel have adjusted to remote and virtual learning environments. The required Adobe Connect brand name software is currently installed and integrated on the Marine Corps Distance Learning Network (MarineNet). The requested software is required to be interoperable with the currently installed Adobe brand name software on the MarineNet.
